In a medium bowl, mix 1 cup of the icing sugar mixture and butter with spoon or electric mixer on low speed until combined. Stir in vanilla and 1 tbs of the milk, beating until smooth and spreadable. Gradually beat in remaining icing sugar mixture until pale and creamy. If frosting is too thick, beat in more milk, a few drops at a time. If too thin, beat in extra icing sugar mixture.
